Now, it's fair to say that there isn't a huge amount of consistency in the heroes' and villains' depictions over the decades, especially in the Legends continuity, but going by the core movies alone, it's easy to see which characters surge to the top as the most potent and influential forces in the galaxy.

Now, let's get the elephant in the room out of the way first: Boba Fett is not a Force user, so he's immediately disadvantaged compared to many of the Star Wars universe's characters, but his reputation as one of the most fierce bounty hunters in the galaxy has nevertheless made him an undeniable force to be reckoned with (not to mention a major fan favourite).

His embarrassing accidental death may be an unfortunate mark on his record, but how pervasively he was feared speaks volumes to his combat skill and intelligence.

The fact that fans even argue about whether or not he could kill a Jedi one-on-one shows how strong he is for a non-Force user, though the fact his father Jango was summarily decapitated by Mace Windu perhaps suggests he'd fall a little short of the mark, being a clone of him and all.
