10. Rhino (The Amazing Spider-Man 2)

Nobody in their right mind would ever suggest that The Rhino is Spider-Man's greatest villain, but he's more than just part of the furniture, and his popularity has meant he's appeared frequently since his debut in 1966. He might famously be Spidey's "dimmest enemy", but he had a compelling (if a little silly) gimmick that made him a threat.
He's never been a particularly subtle character, but he's dependable, and crucially, his rhino suit was never relegated to being a stupid gimmick or an invitation to take the piss out of him.
On Film
Thanks to Paul Giamatti's incredibly weird, cartoonish performance of Aleksei Sytsevich as an identikit Russian mobster trying to steal plutonium who is defeated before being given access to a ridiculous armoured war machine suit that looks like an upright rhino tank and boasts an improbable arsenal.
In effect, they took a perfectly usable gimmick suit (which would have easily been explained as the grand scheme of an idiot) and made it even more ridiculous by throwing effects and tech at it. The result is a confusingly high-billed henchman, played by the biggest miscast in comic book movie history who is as ridiculous as he is utterly disposable.
