25 Best Anime Supervillains Of All Time

22. Shogo Makishima - Psycho Pass

Anime tends to deal with the fantastical, but every now and then there’s a show that hits slightly closer to home, and serial killer Shogo Makishima is responsible for a great deal of that discomfort in Psycho Pass.

Makishima’s murderous tendencies come so naturally to him, in fact, that his Crime Coefficient (linked to stress) doesn’t reach abnormal levels due to the fact he genuinely considers it to be fine. This naturally leads to problems capturing the mastermind, who is immune to the Enforcers’ usual techniques.

His soothing tones and generally calm demeanour make Makishima a creepier adversary than most, and he carries a grand ability for the dramatic, which only serves to build suspense toward his eventual capture.

Lacking empathy, anarchic and seemingly detached from regular society. Many others stand out for different reasons, but it’s Makishima’s close resemblance to an actual real-life serial killer that gives him status among villains.
