Is Rufus Scrimgeour an endearing character who warms the cockles of our dead hearts? Not really. He's a career politician who takes a hard line in trying to assure the populace that the Ministry has the whole Voldemort situation well in hand. Which sometimes involves putting spotty twentysomethings who are definitely not Death Eaters in jail. So maybe he's not the guy you want to go get a beer with, but he's who the wizarding community needs when times get tough. And when everyone finds out that he's dead and the Ministry has fallen, it's a Big Deal. Serious business. His death is less heartbreaking than it is foreboding, but it hurt nonetheless.
