During the pre-Hunger Games interviews, Peeta takes drastic steps to try and stop Katniss being entered into the games, revealing the lie that she's pregnant, much to the outrage of the audience, many of whom call for the Games to be stopped. Unfortunately, President Snow refuses to relent, and so the games continue. Still, as Haymitch says himself, "the baby bomb was a stroke of genius", and only further exemplified the callousness of Snow and the Capitol.
