9. Zatanna

Trained in traditional stage magic as well as the mystical arts by her father Zatara, Zatanna has nearly limitless possibilities in regards to what kind of spells she can conjure up. She can control the elements, transform objects, heal people, and even control minds; all by simply saying words backwards.

Given the chance to star in her own solo movie, Zatanna could easily be DC's answer to Doctor Strange. Perhaps we could delve a little into her origins, before going on an adventure to rescue her father as she did in her earliest appearances.

It could also work as a prequel to the long-in-development Justice League Dark movie, and could even be released afterwards like Wonder Woman was to Dawn of Justice if that team-up movie finally gets off the ground, but giving Zatanna her chance in the spotlight might be good way of explaining how magic works in the DCEU before delving heavily into the subject as JLD often does.

If you're looking to check out Zatanna for yourself in other media, she's been numerous appearances in animated form. She's appeared in multiple episodes of Batman: The Animated Series and Justice League Unlimited, and she even became a regular on Young Justice during the second half of the first series.
