Obviously, the James Bond continuity is a different kettle of spies to pretty much every other cinematic franchise out there, because it periodically recasts the lead and continues in largely the same timeline (with some retconning and forgetting thrown in every now and then). But Casino Royale was different.
That movie was consciously developed as a reboot, with Eon hoping to introduce a less experienced and more vulnerable Bond and bringing in Daniel Craig for the lead role. There was also a new Q and a new Felix Leiter and pretty much everything was all shiny and new. Well, almost everything.
When you've got someone as wonderful as Judy Dench playing M, you don't mess with the formula, so she was the only element of Die Another Day that survived the reboot. And rightly so.
