This might be a slightly different approach, but a major non-powered human casualty in the war with Thanos makes a lot of sense.
At the minute, the general public within the Marvel universe will be split between the two warring ideologies of superhero fear and support. There will be a general consensus within the negative side of the split that Captain America is a war criminal (along with his allies) and that superheroes are not to be trusted because of the threat they could pose at any time.
That needs to change (not least because we can't have the MCU continuing with everyone viewing superheroes like J Jonah Jameson views Spider-Man) and having someone as important and seemingly untouchable as the President (who has more lives than a cat) would be the right kind of big statement to that end.
And he's the kind of figure who'd definitely warrant a public funeral too.
