Ultron's ultimate plan relies on him lifting Sokovia high above the ground and turning it into a meteor to wipe out the Earth's population. Inevitably that means - as the Avengers keep saying - he has to get it to a certain height to do the maximum damage.
By the look of the view that Black Widow admires at the end when considering her own possible death, they've risen to around 35,000 feet, or well above the cloud line. And yet nobody shows any signs of suffering at high altitude.
Yes Cap mentions that "even he" can feel the air growing thin, but at that height civilians should be feeling overcome by the cold and the lack of oxygen. Not running around in push-up bras and flimsy vest-tops.
