40. Hawkeye's Family
Like some of the other characters in Endgame, the Bartons are basically a narrative device. They open the film as we see the cost of the Decimation on Hawkeye and his family and why Clint turns towards the darkness.
So they represent a very important story element, even if their actual substance is mostly limited to making us wonder why the hell anyone would eat mayonnaise on a hotdog.
39. Loki
He isn't in the film a great deal for the most part, appearing at first in the redone Dark World sequence - still in custody in Asgard. He's there to help with a gag showing Thor sneaking around and had his entire part been limited to that, he would have ranked pretty much rock bottom.
But he's also involved in the 2012 Avengers sequence, which picks him up a little thanks to how that sequence adds to the original capture of Loki in the first Avengers film. He also gets a chance to mock Captain America again, which is always fun to see - and which leads to the face off between Cap and his 2012 alternate.
