Captain America: Civil War - The Vision And Scarlet Witch Will Be "Dangerous"
Are they the twin triggers?

So, that's effectively two wildcards.
With the big question of who will cause the Accords looming large (particularly in light of the set shots of Crossbones terrorising Lagos), it would seem more possibilities are revealing themselves. After all, the government effectively have a Dr Manhattan situation with The Vision, and an emo on the edge of a breakdown with Scarlet Witch.
The odds that both of these quotes will come back in a very tangible narrative way when the film is released should be counted as particularly short.
There's a very distinct possibility that these endlessly quotable soundbites are not accidental. After all, there seems a split agenda to push Civil War as both a Captain America movie - something the trailers teased at conventions have hammered home - and to remind everyone that the New Avengers are a thing themselves. And if we're all suspecting that both The Vision and Scarlet Witch could be the triggers that set off the governmental scramble to bring the Accords into place, then nobody is wondering quite what the rest of the cast will be doing while Cap goes on his adventure with Bucky, stopping only to punch Tony Stark in the face. And that is exactly as it should be. The last thing Marvel want Civil War to be is expected at this stage, especially if it's not going to be the expected narrative that would have come from a pure adaptation. The idea that there will be wildcards dotted throughout the story (and that includes Black Panther and Bucky, who will seemingly face off in their own little Hero Vs Hero battle) certainly plays into that agenda.
