This can be read as a reference to The Punisher, as befitting the fact that Todd earlier wore a Punisher t-shirt designed by OMalley when performing with the Clash at Demonhead on stage, and the pixel-skull shirt that Scott wears earlier in the film. In a homage to Superman Returns, the Vegan polices de-veganise ray is green. This is the same colour as the Kryptonite used to de-power Superman in Rouths former turn as Superman. He even falls in a similar way when depowered.
