19. Miss Taro - Dr No

Miss Taro (Zena Marshall) was the first-ever female Bond villain and she's a solid one at that. She doesn't get enough screen-time or much to do, but she's still an amusing and entertaining side-villain and Bond tricking her into getting into a police car ("Be careful of her nail polish") is very funny.
