Right, so it's established - stupidly - that anyone caught on the Berlin project will be scrubbed from the records by the government and thrown into prison. So presumably, that means that the German government would catch them and throw them in the nearest jail, before trying them for international espionage, theft, invasion or whatever the hell the crime is supposed to be.

So why on Earth is Hobbs almost immediately seen in a US prison?

Why would the German government send a US agent found invading German soil back to the US for holding? They'd throw him in a black site German prison and deny his existence, while wondering why America was trying to invade them on the down-low.
