9. Howard Stark (Dominic Cooper) - What If?
As confirmed at D23, Howard Stark is involved in the Captain America era What If...? storyline that sees him develop a huge Iron Man Mark 1 armour that resembles the Iron Monger armour from the end of the first Iron Man.

Clearly, Howard invents the armour early as a response to something - it would be great if it is the Zola thing. And we get to see Captain Carter riding on the back of the armour as an added exciting touch.
