In Chain of Command, a two part TNG episode, this Cardassian commander tortured Picard brutally, trying to convince him that instead of four lights there are five (just like in Orwell’s Nineteen Eighty-Four).

The brutality of the torture, and the impact on the Enterprise’s Captain, justifies his place here.
