29. The Borg Queen

The Borg were known as a collective for the TV series, but in First Contact it emerged that a singular leader existed, the Queen. She personally taunted Picard and Data, and she tried to prevent Janeway from getting Voyager home during its final episode.

This recurring villain gave the Borg a face, and it is one which remains menacing to this day.
