24. Joaquín Cosío As The Mayor (Rumoured)

Even in a movie full of villains, there still has to be a major antagonist above the rest - a big bad for the Suicide Squad to come together and face. In David Ayer's version of the movie, it was Enchantress and her brother, Incubus, however for Gunn's iteration of the franchise, the rumour is that The Mayor could well take this role.

Before the cast list was ultimately announced by the director, there was a persistent rumour that this character would be played by none other than Benicio del Toro. However, with The Collector absent from the cast list altogether, someone else will have to step up, if indeed the character is featured.

This could well fall to one of the least known names on the list, at least outside of Mexico, Joaquín Cosío. The man who voiced Scorpion in Into the Spider-Verse, and brought to life General Medrano in Quantum of Solace, could easily lend the "old warrior" the required gravitas for such a villain.
