Another glimpse at the ground-level mooks who are either commanded by Enchantress or by Common's Monster T. It seems as though they're reanimated corpses - probably of police and firemen who are the first responders to the building.

At some point there's an escalation (which definitely won't involve the Joker laughing demonically, that's just clever misdirecting editing). Whatever the threat is, it's big enough to put fear into Harley...
