The next shot shows us the two sides of Harley Quinn - the chaotic, weirdo who hangs from home-made ropes in her cage (clearly she's not deemed an actual suicide threat) and then the innocent girl playing the victim when the SWAT team come to take her away.

It offers a real sense of her split personality, and the heavy-handed approach by the guards gives us all someone to root for the Squad against, even if they're no more than walking cliches at this point.
