It's a sorry state of affairs that so many comic book movies struggle with villains: it seems inevitable that we'll forever be stuck with just a handful of great ones (including more than one Batman villain) and a load of garbage.

It doesn't help matters when this is the sort of material they're bringing to the table. Rather than using the Joker as the main villain, or even Common's implied version of tattoo man (or even just anyone with some sympathetic humanity about them), Ayer chose instead to turn on the CGI.

The first big bad is a mess of effects (on a par with The Scorpion King) and no heart who stalks around with Ghostbusters-lite tentacles looking ridiculous and never once convincing he's up to the billing. If there's a sequel this is the least thing that has to change.
