6. Edgar Ross
When Red Dead Redemption first begins, it's not immediately apparent that Edgar Ross will be the character you'll end up hating the most. The game starts with our hero John Marston riding off to kill an old gang member of his at Rosss order. This is only a red herring of course.
As the game continues and Edgar Ross keeps extending the deal, it slowly dawns on you that he is the true villain, culminating in a betrayal that kills John despite his living up to his end of the deal. Edgar Ross is what everyone fears the government could be: Ruthless, cold, calculating, and of course a giant hypocrite. Ross coerces people, including John, to do his bidding through sheer power, and shows no empathy in doing so. He is a completely amoral agent of an increasingly encroaching government in the early days of the 20th century.
Ross' ruthless killing of John at the end of Red Dead Redemption doubtless sent many gamers blood to a boil, marking him as enemy #1. Thankfully, the game ends properly on an epilogue that lets you play as Johns son avenging his death. It's an immensely satisfying moment that only reinforces just how much you came to hate this man by the end.
