10. Raccoon City Gets Nuked - Resident Evil 3: Nemesis
Resident Evil 3: Nemesis really could have been the last game in the series, given how it presents to us a villain, the title character, who is about as terrifying as the series ever got, and delivered the ultimate end-game scenario at its climax. Carlos tells Jill that the US government are preparing to launch a nuclear strike against Raccoon City to eliminate the T-virus infection there, and after a final battle with Nemesis, Jill must make a hasty escape to avoid being blown to bits. Depending on how you dealt with Nemesis earlier on, you'll end up getting into a helicopter piloted by either Carlos, or in the best case scenario, Barry Burton (while Carlos is also a passenger). Though it's obviously great fan service if you get the Barry ending, the more important event is taking place outside the window, as Jill watches Raccoon City's zombie population be reduced to rubble by a massive nuclear strike. Over 100,000 die, but it appears that the infection is over...for now. Though Resident Evil 4 went in a completely different direction regarding its setting and a whole new infection, this really would have been the perfect way to end the franchise stone dead. As the conclusion to the Raccoon City saga, however, it's a doozy.
