The Silent Hill series as a whole is filled with WTF moments, from that first encounter with Pyramid Head through to the big reveal that you were actually playing as Cheryl Mason all along in Shattered Memories. However, the standout moment for the series from a pure weirdness perspective is the Dog Ending from Silent Hill 2. It can only be achieved by following a specific set of steps but it is frankly one of the most amazing gaming moments of the 21st century. The town of Silent Hill - and by extension everything that has happened to James Sunderland - is shown to be under the control of a dog. To top it all off, the dog sings along to the closing credits, taking the briefest of moments to growl at Eddie's stomach.
