6. Toluca Prison (Silent Hill 2)
The scariest part of the best Silent Hill game, Toluca Prison has to be the toughest, most exhausting sequence in the entire game. Its claustrophobic, unsettling, basically everything Silent Hill should be, except turned up to eleven. Its so dark you can barely see three feet ahead of yourself; the entire thing is made up of tight spaces, the enemies are mostly unavoidable and it looks absolutely repulsive.
Best of all, you can find notes throughout the whole facility, documents written by previous inhabitants and guards, talking about how the place used to function back in the old days, and talking about some of the strange things that went on back then. Best of all, the whole place consists of plenty of drops and tight corners, creating this rampant sense of ambiguousness that pervades the course of the level.
