Walter Sullivan is a serial killer driven by an obsessive need to fulfil the 21 Sacraments; a ceremony that requires him to 'sacrifice', you guessed it: 21 victims. He also believes the room he once lived in - the apartment currently inhabited by Henry Townshend, the game's protagonist - is his mother.

Yeah, ol' Walter's definitely an original. And while the man's murders and methodology alone are enough to guarantee him a special place in the seventh circle - serial killers aren't exactly the kind of people you invite over for dinner (although that probably depends on what's being served, I suppose) - what really cements Walter's place on this list is the fact that Silent Hill 4's otherworld is a direct manifestation of his twisted little mind.

We're talking about an entire alternate reality mapped to a serial killer's impulses and fantasies - is there any way that's NOT utterly horrifying? When a monstrosity made from the conjoined bodies of two infants is one of the "tamer" things you'll come across, you know you're in hell.
