3. Mexico Could Still Return

The top of the leaked image actually has an additional segment of map segmented off from the main body, as if to hint at a mission that takes place on a different piece of land entirely.

Rockstar did this awesome trick before in GTA: San Andreas, where we returned to a chunk of GTA III's Liberty City, so it's definitely plausible.

Looking to the island's names like Le Vitaj and El Hueco sound undoubtedly Mexican, and so even for a single mission, I'm betting something story-intensive takes you there at some point.
