New Delhi is infamous for its almost unbelievably chaotic streets where road users seem to follow unspoken rules that tourists have no hope of understanding, without investing a significant amount of time and effort into detailed research. All that time spent in traffic, waiting for an opening to jump into, allows you to see the three very different sides of New Delhi. The religious and historic buildings, celebrating the culture of India; the modern and growing finance district; and the similarly ever growing shanty towns that surround the capital. The obvious route for Rockstar would be to follow a similar path to Slumdog Millionaire by focusing on a young, poor, resident of one of these shanty towns and chart his rise, albeit through a very different route than Dev Patel's character Of course, if you wanted to steal an auto rickshaw (similar to the aforementioned tuk tuk) and mow down pedestrians on the pavement and generally create chaos, then that's an option too.
