While he wouldn't be a villain per se, Harvey Dent has to get an appearance in Insurgency. It's too great an opportunity to pass up.

The fact of the matter is that the Dent of the Arkham series has been fairly one-dimensional, robbing banks and providing an ersatz version of Jekyll and Hyde that, by all means, has been criminally misused. That could change with Insurgency however, especially if Montreal were to pull a Long Halloween and really flesh out the character's years as Gotham's District Attorney, buoyed by a strong relationship with Batman and James Gordon.

Recent interpretations of the mythos have done well to shy away from origin stories, owing to the fact that most fans are familiar with the material at this point, but one can't help but wonder what an Arkhamised version of Dent's rise and fall would look like.

Montreal already did well with the Joker in Origins, so the thought of them getting their hands on Dent is an exciting one indeed.
