In a way painfully reminiscent of the disappointment awaiting Vault Hunters at the end of the original game, reaching the maximum level in the newer Borderlands games is a bittersweet victory. You're level 50 (or higher with DLC) now, sure, but the world doesn't have enough fight to make flexing your full skill tree any fun. There will always be a few Legendary weapons tempting you into exploring every nook and cranny of Pandora and slaying its many bosses, but hitting the level cap, or simply levelling quickly via completionist (read: do all the things) mentality, can leave you bored. Making enemies explode just by looking at them only stays fun for so long, after all. Particularly when playing with friends, it's easy to fly off the predetermined level path and wind up overpowered. This is most problematic when revisiting old areas, which now offer all the challenge and satisfaction of watching pasta soften. In an effort to keep things worthwhile and challenging throughout, Borderlands 3 could do with level scaling or even matching - anything to give those Skag Pups and Bandits a few extra teeth.
