21. Call Of Duty: Black Ops: Declassified
Even the very greatest games have to have a worst entry, and unfortunately Black Ops: Declassified feels a lot like the console it was released on, the PS Vita.
The Vita has never been given the focus it deserves by Sony, so it sits as a sort of remainder to the main event: a hugely impressive handheld that has never had a really great run of games, with some good ideas that have never been allowed to play out.
This Vita exclusive was released the same day Black Ops II came out, as a sort of prologue to the game, expanding on the universe. Unfortunately, the developers seem to have used the handheld platform as an excuse to short-change players, with a campaign that's about an hour long and a story that is numb-headed.
And it's not like the Vita couldn't cope, it's just more like they didn't try to let it.
