The staff can be obtained when unlocking the Remembrance Of The Full Moon Queen's power by giving it to Enia at the Roundtable Hold. Remembrance Of The Full Moon Queen is dropped by one of Elden Ring's hardest bosses, Rennala, Queen Of The Full Moon upon slaying. She can be fought at Raya Lucaria Academy, accessible by the Academy Glintstone Key.

You're going to have to dump a lot of levels into intelligence with the requirements being a whopping sixty. As well as excellent intelligence scaling, this staff boosts full moon sorceries like Ranni's Dark Moon and Rennala's Full Moon - Definitely a weapon viable for mid to late game.
