So long as he had access to power armour and a workshop, he could while away his downtime repairing and tweaking the legendary protective gear in preparation for quixotic excursions to try and do some good. Even when a suit of power armour isn't handy, Tony's inflated ego and all-American entrepreneurship are the kind of traits that would probably get him far in the Boston power structure regardless.
