GTA has a history of having compelling characters who aren't all gun-toting tattoo adorned cracked up gangstas, and this list would fail in it's duty if such history was ignored. I therefore give you Chris Tucker, with reference to the wonderfully camp and gloriously over the top portrayal of DJ Ruby Rhod in The Fifth Element. A reprisal of such a role would make an entertaining break from the underworld fraternity, adding substance and contrast to the violence, and enable some real side-splitting delivery of outrageous and overblown dialogue.

Putting the extra in extraneous and the super in superfluous, a side mission with DJ Ruby being safeguarded by Trevor would be the greatest buddy relationship since Al Pacino & Chris Sarandon in Dog Day Afternoon.
