One thing that annoys many players of many games is having a fire cap placed on a weapon. A fire cap is a limit on how fast a weapon could shoot. Without a cap or with a very high one, the weapon fires at the pace the player hits the trigger. GTA 4's semi-automatic weapons fired far too slowly, and sometimes proved unreliable, especially in multiplayer. Removing this cap makes weapons feel more responsive and generally improves a gun's usability.
