Those who played Ground Zeroes might remember the Side Op Intel Operative Rescue, in which Big Boss had to rescue a VIP who turned out to be Kojima himself, infamously asking Boss, "What took you so long?" Well, he's back in The Phantom Pain by one of two ways: you can either import your Ground Zeroes save with the completed Side Op and he'll end up among your Mother Base roster, or you can do the new Side Op 112 (Intel Agent Extraction) and get him that way. His skills include diplomacy (he'll lessen dissension among your ranks), an S-Rank in Communications and an A+ R&D ranking, so given the minimal time and effort investment required to recruit him, it's undoubtedly worth it to give you a leg-up on the enemy.
