2. Shinnok

Although Shinnok was a pretty great villain in Mortal Kombat X, including him in the next game would devalue the whole game's ending.

Mortal Kombat X ended with Raiden deciding to take up a new form of justice after facing Shinnok. It was through this ending that Raiden decided to go dark and essentially become one of the bigger plot points of Mortal Kombat 11.

Because of this, including Shinnok in Mortal Kombat 11 wouldn't really seem right. We've seen that Shinnok will at least make an appearance in the opening cutscene of the game, but it's doubtful that he'll be a playable character this time around.

Considering Mortal Kombat 11 features a lot of time-travelling elements, it's not impossible for Shinnok to be revived, but it would really take the focus of the new villain of the game, Kronika. Shao Kahn is also in the game as a fighter, so we've probably got enough big villains as it is.
