23. Shao Khan

Never has there been a fall from grace quite as monumental as this one.

Kids, teenagers and even most adults of the 90’s probably remember how much of an absolute nightmare Shao Khan was in his heyday, most notably in his first appearance (Mortal Kombat II).

A big man with a bigger hammer, Shao Khan is the visual interpretation of impending doom, he also used to be the embodiment of that too.

Today he finds himself relegated to a spot on the roster, blending in with the likes of Frost and Kano with little to no reason to select the no longer fearsome former antagonist.

Kahn even finds himself getting wiped out after just his second fight in the story by his formerly alleged daughter and newly promoted leader of the outworld, Kitana Khan.
