Gambling laws are seemingly far less strict on Mobius, or possibly even non-existent, given Tails is supposed to be just 8-years old at the time of Sonic 2 (although I'm not sure what that equates to in fox years).

There's no cover charge for Casino Night, mind, and the slots don't require a wager, so perhaps it doesn't matter. Seems a bit irresponsible from the house though.

Since Sonic 2, amusement-themed levels have become a staple of the series, owing to the popularity of Casino Night. There's a lot of wild, uncontrollable bouncing off bumpers, the pinball being altogether more fun than Sonic Spinball.
