Dragons have always been difficult to master in games and even the first game struggled before it struck gold with Kalameet. The Guardian Dragon, however, isn't nearly as good.

It spends most of its time in the air meaning it can be frustrating to fight as you rarely get an opportunity to fight it. Not to mention the fact that it immediately gets reused as a normal enemy in the next area, ruining any interesting and unique design it had. It would have served better just as a normal enemy instead of a meagre boss fight.
