It exists in-game as living entity; a bustling outpost with guards and NPCs that follow a day/night cycle, chopping wood, cooking food and reacting to anything else that happens nearby.

Interestingly, Rockstar pointed out to IGN that the campsite side of things wasn't to be thought of as a "management sim". It's entirely on you how much you want to live the life of "Arthur Morgan, helpful member of the gang", though everything you hunt can either be brought back to cook, or sold in town.

An example given was slaying a rabbit: Do you keep bellies full or only think of yourself? Doing the former assumedly means the NPCs you can take on robberies will be more helpful, but we'll get to that in a moment.
