10. Green Goblin (Norman Obsorn)

Norman Obsorn was a big player in Spider-Man. Responsible for the creation of Mr Negative and the creation of a deadly disease known as Devil's Breath, Norman gets his comeuppance at the end of the game where is forced to resign from his position of mayor in disgrace.

As fans of Spidey will know, Norman Osborn is also the Green Goblin. While we don't see Norman's deranged alter-ego in person during the events of the first game, if you look closely during one of Mary Jane's missions, you can find that Norman is secretly working on armour, and a hoverboard, which looks very, very similar to that of the Green Goblin.

Introducing the Goblin in Miles' story seems like a no-brainer, and he could easily act as the main antagonist throughout. A rookie, wet-behind-the-ears Miles going up against the Goblin, with the aid of Peter's training, could be an excellent bridge between the two games.

Norman's certainly got the motivation now to turn into the Goblin; his reputation lies in tatters, his political career is all but over and he's got a son who he's trying desperately to save. Perhaps Norman is shafted out of Oscorp by the board because of the events of the first game, leaving him without funding to keep trying to save Harry, and this drives him to finally don the green armour of the Goblin.
