9. Shocker
Shocker is the perfect punching bag to show players how strong an experienced Spider-Man can operate.
Despite having a pretty cool weapon, Shocker will never be a threat to Spidey - at most he's a mild inconvenience. Even so, Shocker would be a great introductory villain to get players into the literal swing of things at the start of the game.
In past Spider-Man games, Shocker has been nothing more than a henchman with his two shock gauntlets. To make him genuinely enjoyable to fight, this version of Shocker should have already lost to Spider-Man in the past, is now out for revenge.
He should be causing mass destruction and chaos, somewhat 'proving' he's an actual villain. Not only does this give Spider-Man a reason to put him back behind bars, it also gives Insomniac the chance to create some intense set pieces around such an otherwise underused character.
