12. Random Crimes Only Show Up If You've Unlocked Specific Map Sections
Even thought the opening tutorial attempts to cover every part of looking after New York, you'll be left with random crimes kicking off left right and centre... with no way to track them down.

It all comes from the various radio towers peppering the map. Though you can sometimes use radial audio to pinpoint gunfire, unless that particular piece of the map is unlocked, clicking the right stick doesn't do anything.
Seek out radio towers, and THEN the game will highlight crimes that need solving as and when they come in.
