10. Creating Hive Worlds
Hive Worlds are very similar to the capital planet of Coruscant from the Star Wars universe, in that they are worlds that turn into massive cities with several layers reaching high into the atmosphere and containing billions of Imperial citizens ranging in class from the highest rulers to the lowest gangsters.
Obviously in a world-building system that creates cities larger than Earth's continents there would be problems such as the 40K version of climate change which turns any habitable world full of life into a polluted depressing dystopian hub of human suffering, including the largest Hive World, Holy Terra.
The class system of Hive Worlds literally puts the poorest people on the lower levels where they are exposed to the most toxins and radiation, along with the least amount of food and the most amount of crime.
Hive Worlds create so many toxins devastating their environments that the citizens of Hive Worlds rely entirely on trade from other worlds to get the most basic of natural resources. The massive Hive Cities produce much-needed factory production lines creating armor, weapons, and an endless supply of soldiers for the Imperial army and navy.
