Just because The Man isn't always out to get you, doesn't mean he never is, and this rather complicates matters.

There have been times when governments, militaries and institutions have carried out horrific acts against the population, in secret, for their own gain, at the expense of the common good.

The Tuskegee Syphilis Experiment, for example, saw 400 African American men intentionally infected with syphilis, without thier knowledge, and left untreated as a form of scientific experiment.

The Watergate scandal, the testimony of Nayirah and Project MK-ULTRA all began life as conspiracy theories and eventually turned out to be true.

This, as you can imagine, does not incline people to trust authority figures.
