10. The Sibyl System And Joshu Kasei - Psycho Pass
Psycho-Pass is a gripping crime drama, with a story and setting that is a mix of the classic Ghost in the Shell and Tom Cruise's Minority Report. In this futuristic version of Japan, the police are controlled entirely by a vast AI network known as the Sibyl System, and its mot elite divisions are led by the stern-faced Chief of Police Joshu Kasei.
The Sibyl System maintains vigilance over every single living individual in Japan by constantly monitoring their brain waves, and alerting police services when someone begins to stray from what is socially deemed to be normal thought patterns.
Sibyl also has complete control over law enforcement's guns known as decimators, deciding whether or not police agents are allowed to fire their guns and whether they use stun rounds, kill shots, or even disintegration blasts.
When a major crime plot hits a major city in Japan it is revealed that the Sybil System is not actually an impartial A.I. but is, in fact, a conglomerate of over 200 brains of the most dangerous criminals to have ever lived in Japan, ranging from rapists to terrorists.
This revelation comes alongside a shocking series of deaths, as special agent Shusei Kagari is killed by Kasei; aka the chief of police, who was actually an android shell controlled by one of Sybil's master criminal brains.
The Sybil System also prevented the rookie agent Akane Tsunemori from using her decimator to stop the mass murderer Shougo Makishima from killing her best friend right in front of her.
This is simply because Sybil thought it could add Shougo Makishima's brain to their collective, making it view the sacrifices of innocent lives as acceptable so long as it stopped future crimes.
