9. Tar Pit

Tar Pit would be considerably harder to pull off than someone like Peek-a-Boo, but perhaps the writers and directors on the series could find a way to adapt the character for television. Joey Monteleone was the brother of drug kingpin Jack Monteleone (who would also be a great addition to the show), who haphazardly got into drug trafficking. He never took the job seriously and wound up in Iron Heights, where he eventually discovered that he had the mutant ability to project his intelligence into inanimate objects. From his prison cell, he hones his projecting skills and eventually animates objects outside of the prison and causes havoc. Before long, however, he attempts to animate a vat of tar, but his mind becomes trapped and he can't return to his body. He doesn't mind, however, and leaves his comatose body inside Iron Heights while taking on the form of a monstrous tar monster, appropriately called Tar Pit. His hot tar body is made of molten asphalt and is burning to the touch. He's also able to trap people in the substance of his body, and can trhow flaming chunks of his tar body at his enemies. He's also practically invulnerable, making him quite the dastardly foe for The Flash to take on.
