10. Jeremy Jamm - Parks & Recreation

For seven seasons on NBC, Parks & Recreation told the story of the Leslie Knope, Ron Swanson and the rest of the gang in the Pawnee Parks Department. As offbeat as they were, the rest of the residents of Pawnee were infinitely more off putting. One trip to a public forum would scare the living crap out of most people.

The worst of the worst was Councilman Jeremy Jamm, which is saying a lot about a city that Dennis Feinstein, real name Dante Fiero, lives in. Plus, it's also the home of Jean-Ralphio and Mona Lisa Saperstein. They are the absolute worst. But at least they aren't involved in the government.

A dentist by trade, Jamm moved to Pawnee because of their terrible eating habits, the fact that the main employer is a candy manufacturer and the lack of fluoride in the water at the time. He frequently gave favors from his city council position to people who spent money at his business. That's a huge conflict of interest to say the least.
