3. Gotham
The elevator pitch of Gotham is that it depicts the titular city before Batman came along, with a focus on Jim Gordon's early days in the Gotham City Police Department.
That made it sound like a plain old procedural set within the Batman world, with a few villains popping up and gradually building to Bruce Wayne's transformation, and early episodes do fit with that brief, especially with the focus on the straight-laced Gordon.
However, no one could have predicted just how completely bats*it crazy this Batman series would become, nor how the true focus would be its villains. With a disregard for Batman canon and instead an onus on doing, well, just about whatever the hell it wants, including resurrections, clones, turning Posin Ivy from a child to an adult, and pretty much everything that happened with Jerome/Jeremiah.
